Jul 7: In a 2-1 vote, California City denied an appeal by the Dignity Not Detention Coalition who challenged CoreCivic’s site plan. The vote came after three hours of heated public comment against the approvals.  

Jul 8: The GEO Group settled a landmark case with California regulators agreeing to pay $100K and draft disease control plans for twelve detention centers. The case involved a Central Valley facility which failed to keep detainees safe.

Jul 8: The Salt Lake Planning Commission considered a zoning change which could prevent future ICE facilities from opening on privately owned property in the future. Facilities like jails and correctional facilities would be removed from the list of allowed uses under city codes. If approved, the proposal moves to the city council for final vote.

Jul 9: ICE signed a contract with the GEO Group to run Big Horn Detention Center (Hudson, CO). Activists in Colorado have been fighting against this reopening since Feb 2025 when the ACLU-CO identified it of interest to ICE. A protest at the Hudson City Council occurred on July 15^th and were covered by major media outlets.  

Jul 9: ICE posted a pre-solicitation notice to SAM.gov for a Single Award Construction (SAC) Contract whereby ICE would issue fixed price task orders covering projects including new construction, renovation, and repairs at Service Processing Centers. This contracting structure replaces WEXMAC for agency-owned facilities. Potentially this may also be used for new ICE facilities.

Jul 10: NoCCUS.org has signed as an official organizational endorser for Rep Tlaib’s No TSA Data for ICE Act.

Jul 10: ICE issued a Request for Information (RFI) asking contractors to find space for 5,500 detention beds across four regions (Denver, Seattle, Miami, central PA). The facilities are to be capable of accepting detainees within 30 days of contract award. Contractors must reply by July 17^th­. Geographical requirements in the RFI correspond to known GEO Group detention facilities but it is unknown if this was intended.  

Jul 10: There was a filing of paperwork in a federal court in NJ, where DHS informed the court that it was still considering moving forward with the ICE warehouse in Roxbury. A joint status report is due on July 17^th when we should have a better understanding on whether the government is reneging on its previous announcement of not using Roxbury for detention.

Jul 13: A federal judge granted injunctions allowing the Washington State Department of Health to send inspectors inside a Tacoma WA facility (Northwest ICE Processing Center). The health and safety inspections were granted after over 3500 complaints by detainees were made over spoiled food, black mold, and unsanitary conditions. The facility is staffed by the GEO Group.

Jul 13: Gov. Hochul (NY) demanded answers from DHS on three ICE facilities in that state. The governor wants to know if ICE is expanding detention capacity in New York because there are news reports circulating about Rochester, Batavia, and Newburgh.

Jul 13: Oakwood Georgia Mayor Scroggs told the city council that there is little to update about the ICE facility but that the city is ready to file suit against DHS if renovations or other work begins on the site.  

Jul 13: DHS has issued a draft Statement of Work (Jul 8) looking for a contractor to operate airplanes for detention removal to international staging facilities. Known as international staging areas (ISAs), the facilities would include up to 1000 bed sites with all the necessary services required for a detention center. The contract start date is July  2027. Jul 14: The Guardian released an article on the misuse of non-lethal crowd control weapons on protestors. Hundreds of cases were documented between June 2025 and May 2026. Significant coverage was given to the incidents at Delaney Hall.

Jul 14: DHS ordered ICE agents to halt traffic stops after killing two people in less than a week. The following day, President Trump overturned the order and reinstated traffic stops.

Jul 14: In St. Augustine FL, a 28-year-old Mexican man was struck and killed by a tractor-trailer when he fled ICE agents. His death is the third in a week. 

Jul 15: Aerial footage over Alligator Alcatraz confirm much of the detention facility has been dismantled. All detainees were removed prior to the deconstruction effort. Environmental activists remain concerned about the lack of a NEPA review prior to the facility being set up and the fact that 20 acres of pavement remain.

Jul 15: US District Judge John McConnell (RI) lifted a ruling last month that had halted the immigration processing for the citizens of 39 countries under the Trump administration. On Weds. the Justice Department requested the ruling be paused. The judge countered arguing that the Trump administration’s own efforts to expedite visas for World Cup players and others connected to the tournament showed there was no genuine national security threat behind the moratorium favored by the White House.

Jul 16: Jesus Manuel Arenas-Silva 45, was reported to have died in ICE custody while being transferred from the Irwin Facility to the Folkston Detention Facility in Georgia. His death is the 22^nd this year.
