Status of 3 Remaining ICE Warehouses:
Hagerstown, MD: Thousands have supplied comments to the federal government for its planned environmental assessment of the ICE warehouse in Williamsport. As of July 1, the Attorney General of Maryland urged ICE to pause plans for the conversion citing “ongoing and unresolved concerns.” The AG further argued for a full environmental impact statement rather than the limited assessment ICE is conducting.
San Antonio, TX: As of July 2, the San Antonio Current reported that ICE now plans to open the facility there in mid-2027 according to a letter sent to the Mayor in late June.
Surprise, AZ: Arizona Attorney General Kris Mayes announced the warehouse was moving forward but would be delayed by the need for an environmental review. The agreement with ICE is seen as a major win and Mayes’ office predicted a minimum 9-month delay.
Headlines:
Jun 26: While testifying before a House Appropriations Committee homeland security subcommittee hearing, DHS Sec Mullin was asked about the use of WEXMAC for detention services. Mullin responded by saying that ICE will no longer use the Navy contract vehicle in this way. (Keep in mind, NoCCUS is seeing WEXMAC used for surge operations.)
Jun 27: Japanese internment camp survivors and their families, along with other activists marched from Crystal City, TX (a former Japanese WW II detention site) to Dilley demanding its closure. Speeches were given and paper cranes were placed on the fence at the family detention facility.
Jun 30: The State of AZ and DHS asked a federal judge to sign an order pausing litigation at the Surprise ICE warehouse. A hearing has not been scheduled.
Jun 30: US District Judge Randolph Moss ruled that “8647” and “Trump raped little girls” signs are protected speech under the First Amendment in a case involving protestors on the National Mall.
Jul 1: On this date, the arraignment of 14 Minnesota activists charged with conspiracy by the feds during Operation Metro Surge occurred. 14 of the 15 pleaded not guilty. Charges range from conspiracy to impede federal officers to assault, destruction of property, and interstate stalking. The 15th defendant is jailed pending arraignment. Demonstrations in support of the defendants took place outside the courthouse.
Jul 1: Project Salt Box highlighted a $240K sole source contract for detention expansion tied to Florence AZ, Batavia NY, and Miami (Krome North) FL. The contract was awarded Jun 2 to First Title Insurance Co. for title abstract, escrow, and settlement services for the three sites. Existing detention centers in the named cities will be expanded to allow for additional administrative, medical, training, and detention efforts. NoCCUS.org has reached out to community organizers in each of the locations.
Jul 1: The NY Times reported a surge in immigrant arrests across the country. Arresting 10K in five days, ICE has a new standard of arresting 2K every day. With the Supreme Court expanding Presidential power for mass deportation under the guise of immigration policy, the court has curtailed Trump’s efforts regarding ending birthright citizenship. In this environment, the administration is stepping up with surge activities while keeping to the quieter tone called for by Mullin.
Jul 1: Protestors held an anti-287(g) protest at the Oklahoma Highway Patrol HQ in Oklahoma City.
Jul 2: NoCCUS.org provided No Camps CA with a training video on USAspending data and ICE reports.
Jul 5: A new holding facility is being planned for migrant families and unaccompanied children in Alexandria, LA. The 528-bed facility is slated to be run by LaSalle Corrections and may be open as early as August.
Jul 6: ICE bought California City Detention Facility and Otay Mesa Detention Facility both in California from CoreCivic. Operational control will remain with CoreCivic and the sale allows ICE to sidestep local oversight and some lawsuits tied to alleged abuse, including labor violations. Both facilities that ICE purchased were on the target list of 8 sites outlined by Project Salt Box representing sites the government wants to flip from private to ICE ownership. The remaining sites to watch (all owned by GEO Group) are in Tacoma (WA), Bakersfield (CA), Jena (LA), Aurora (CO), Winnfield (LA), and Conroe (TX). Another two sites remain unknown at this time but in ICE has said it wants to buy ten contractor facilities in total.
Jul 7: No Camps CA coordinated car caravans from all over the state to attend the Cal City Council meeting concerning a public permit appeal over the site plan for the California City Correctional Facility.
Jul 7: Lorenzo Salgado Araujo was shot and killed by ICE in Houston.
Jul 7: A rally attended by more than 400 was held in Newburgh, NY against the proposed ICE facility there that, in all likelihood, will have detention facilities.
